Its common on Alpines, my 610 is riddled with it on the roof, doors and bonnet. Ive got to get the whole car redone. Its basically when the panels were made, its bits of resin that had not been mixed and set properly. On cold and warm conditions, it expands and contracts through the panel, and pushes a bubble through the paint. The best and only way to do it is to strip back all the paint to the bare plastic, either scrape or cut out any soft resin...try and get the panels baked, pre painting to evaporate any residue, and then skim and repaint. Try and speak to a local bodyshop that specialises in fibreglass cars, such as TVRs etc and they would have properly come across the problem. Its not osmosis, as some people that work with fibreglass state, thats water trapped within the strands.
