I have never heard of an MVS Venturi with a 21 turbo engine, they did build a few prior to the PRV turbo being used but these used a Pug 505 turbo engine and for only about one year, 1985-1986. Best guess as this car looks to be after 1986 it is an engine transplant after issues with the PRV or an attempt to get lower taxes with the smaller engine. Definitely the sort of thing that happened in Italy as back in the 1980's Ferrari issued a version of the 308 with a 2 litre turbo, V8 I think and badged the 208 turbo for their home market!
